When the Ban Applies

The Ministry of Human Resources and Emiratisation has confirmed the rule runs from June 15 to September 15, 2026, marking the 22nd consecutive year of the policy. During this period, outdoor work under direct sunlight is banned every single day, including weekends and public holidays, from 12:30pm to 3:00pm.

What Employers Are Required to Do

Companies must provide shaded rest areas, cold drinking water, and approved electrolyte or rehydration solutions for outdoor workers. Daily working hours during this period must not exceed eight hours, split between morning and evening shifts around the midday break.

Who Is Exempt

A small number of activities are exempt for technical reasons, including asphalt laying and concrete pouring that cannot be paused mid-process, emergency repairs to water, power, or traffic systems, and government-permitted work affecting public life. Even exempted work still requires shaded breaks for workers.

MoHRE reports that compliance with the rule has remained extremely high, improving from 99 percent to 99.9 percent in recent years, supported by regular inspections and penalties for violations.
